The owner of the property is responsible for any manholes on their property, unless the manhole is on a Public sewer on a property built pre October 1937.
A manhole on a private drain, situated on a public highway still forms part of the private drainage system and is therefore private.
A manhole on a public sewer, situtated in private property is public.
